VALID 292255Z - 292330Z
THE SEVERE WEATHER THREAT FOR TORNADO WATCH 386 CONTINUES.
NEW TORNADO WATCH WILL BE NEEDED TO THE EAST OF WW 386...ACROSS THE
REST OF ERN NEB INTO PARTS OF SWRN IA/NERN KS.
AREA WSR-88D VWPS AND WIND PROFILERS INDICATED 60 KT SWLY MID LEVEL
JET...ACCOMPANYING SHORT WAVE TROUGH CURRENTLY MOVING ENEWD THROUGH
THE DAKOTAS...HAS SPREAD INTO CENTRAL/ERN NEB AND FAR NRN KS LATE
THIS AFTERNOON. THIS JET COMBINED WITH FURTHER STRENGTHENING OF
SSWLY LLJ UP TO 50-60 KT EXTENDING INTO ERN NEB/SWRN IA THIS EVENING
WILL CONTINUE TO FAVOR A KINEMATIC ENVIRONMENT VERY FAVORABLE FOR
LONG-LIVED SUPERCELLS WITH ATTENDANT TORNADOES. THIS TORNADO THREAT
HAS ALREADY BEEN AND CONTINUES TO BE OBSERVED ACROSS SOUTH CENTRAL
NEB AND OVER NWRN INTO NORTH CENTRAL KS...GIVEN REGIONAL RADAR
INDICATION OF LONG-LIVED TORNADIC SUPERCELLS. INFLUX OF
MOIST/MODERATE INSTABILITY WITH THE LLJ WILL FURTHER ENHANCE THE
TORNADO THREAT.
SHORT TERM MODELS SUGGEST STORM MODE SHOULD REMAIN DISCRETE/
SUPERCELLULAR THROUGH 02-03Z...PRIOR TO A TRANSITION INTO AN
EVENTUAL LINEAR MODE ACROSS IA LATER THIS EVENING.

THE SEVERE WEATHER THREAT FOR TORNADO WATCH 386 CONTINUES.
A TORNADO THREAT IS EXPECTED TO DEVELOP ACROSS NRN NEB AND SRN SD
OVER THE NEXT FEW HOURS. LARGE HAIL AND ISOLATED WIND DAMAGE WILL
ALSO BE LIKELY WITH STORMS THAT INITIATE. A NEW WW MAY BECOME
NECESSARY NORTH OF TORNADO WATCH 386 LATE THIS AFTERNOON.
LATEST SFC ANALYSIS SHOWS A SFC LOW OVER SERN CO WITH A TROUGH
EXTENDING NNEWD FROM THE LOW INTO WRN NEB AND SRN SD. A WARM FRONT
EXISTS NEAR THE NEB-SD STATE-LINE EXTENDING SEWD ACROSS WRN IA.
CUMULUS IS PRESENT ON VISIBLE SATELLITE IMAGERY ACROSS NRN NEB AND
THIS CU FIELD SHOULD EXPAND IN COVERAGE LATE THIS AFTERNOON.
SHORT-TERM MODEL FORECASTS SUGGEST INITIATION WILL OCCUR ALONG THE
WARM FRONT OVER THE NEXT 1 TO 2 HOURS. THE ENVIRONMENT IS
CHARACTERIZED BY STRONG DEEP LAYER SHEAR...ABUNDANT LOW-LEVEL
MOISTURE AND STRONG INSTABILITY SUPPORTIVE OF INTENSE SUPERCELLS. IN
ADDITION...LOW-LEVEL SHEAR ASSOCIATED WITH A 40 TO 50 KT LOW-LEVEL
JET OVER ECNTRL NEB IS QUITE STRONG AND WILL FAVOR TORNADO

Public Severe Weather Outlook

PUBLIC SEVERE WEATHER OUTLOOK
NWS STORM PREDICTION CENTER NORMAN OK
0300 AM CDT THU MAY 29 2008
...REGIONAL OUTBREAK OF SEVERE THUNDERSTORMS EXPECTED OVER PARTS OF
THE CENTRAL PLAINS THIS AFTERNOON AND TONIGHT...
THE NWS STORM PREDICTION CENTER IN NORMAN OK IS FORECASTING THE
DEVELOPMENT OF WIDESPREAD LARGE HAIL...DAMAGING WINDS...AND A FEW
STRONG TORNADOES OVER PARTS OF THE CENTRAL PLAINS THIS AFTERNOON AND
TONIGHT.
THE AREAS MOST LIKELY TO EXPERIENCE THIS ACTIVITY INCLUDE
WESTERN IOWA
SOUTHWEST MINNESOTA
EASTERN NEBRASKA
SOUTHEAST SOUTH DAKOTA
ELSEWHERE...SEVERE STORMS ARE ALSO POSSIBLE FROM...THE OKLAHOMA AND
TEXAS PANHANDLES TO CENTRAL MINNESOTA.
A STRONG UPPER TROUGH IS CURRENTLY MOVING ACROSS PARTS OF
UTAH/ARIZONA...AND WILL TRACK INTO THE CENTRAL PLAINS BY LATE THIS
AFTERNOON. AHEAD OF THIS SYSTEM...STRONG SOUTHERLY LOW LEVEL WINDS
ARE DRAWING A VERY MOIST AND UNSTABLE AIRMASS NORTHWARD INTO THE
CENTRAL PLAINS. THUNDERSTORMS ARE EXPECTED TO DEVELOP AND RAPIDLY
BECOME SEVERE OVER PARTS OF CENTRAL NEBRASKA...NORTH CENTRAL
KANSAS...AND SOUTH CENTRAL SOUTH DAKOTA BY MID/LATE AFTERNOON.
THESE STORMS WILL LIKELY BE SUPERCELLS CAPABLE OF VERY LARGE
HAIL...DAMAGING WINDS...AND TORNADOES. ACTIVITY WILL INCREASE IN
COVERAGE AND INTENSITY THROUGH THE EVENING AS THUNDERSTORMS SPREAD
INTO PARTS OF WESTERN IOWA AND SOUTHWEST MINNESOTA. THE COMBINATION
OF A VERY UNSTABLE AIRMASS AND STRONG VEERING/INCREASING WINDS WITH
HEIGHT INDICATE A RISK OF STRONG TORNADOES OVER THE REGION THIS
AFTERNOON AND EVENING.
THIS IS POTENTIALLY A VERY DANGEROUS SITUATION. THOSE IN THE
THREATENED AREA ARE URGED TO REVIEW SEVERE WEATHER SAFETY RULES AND
TO LISTEN TO RADIO...TELEVISION...AND NOAA WEATHER RADIO FOR
POSSIBLE WATCHES...WARNINGS...AND STATEMENTS LATER TODAY.

FEATURE WILL EMERGE INTO THE CENTRAL HIGH PLAINS BY EARLY AFTERNOON
AND AID IN THE DEVELOPMENT OF INTENSE CONVECTION ACROSS PARTS OF
KS/NEB/SD/IA. STRONG SOUTHERLY LOW LEVEL WINDS ACROSS THE
SOUTHERN/CENTRAL PLAINS ARE TRANSPORTING GULF MOISTURE RAPIDLY
NORTHWARD AT AND ABOVE THE SURFACE. DEWPOINTS APPEAR LIKELY TO
CLIMB INTO THE MID-UPPER 60S OVER EASTERN NEB/WESTERN IA BY LATE
AFTERNOON. STRONG DAYTIME HEATING AND VERY STEEP MID LEVEL LAPSE
RATES WILL COMBINE TO YIELD MLCAPE VALUES OF 2500-3500 J/KG.
THUNDERSTORMS ARE EXPECTED TO INITIATE FIRST ALONG THE SURFACE
DRYLINE OVER WESTERN NEB/KS BY MID AFTERNOON. THESE STORMS WILL BE
RATHER HIGH-BASED...BUT WILL LIKELY BE SUPERCELLULAR DUE TO STRONG
DEEP LAYER VERTICAL SHEAR. MORE STORMS ARE EXPECTED TO DEVELOP OVER
THE WARM SECTOR IN EASTERN NEB/WESTERN IA DURING THE LATE AFTERNOON
AND EARLY EVENING IN REGION OF RELATIVELY WEAK CINH AND STRONG CAPE.
THESE STORMS WILL BE IN AN ENVIRONMENT OF LOWER LCLS...STRONGER LOW
LEVEL VERTICAL SHEAR/HELICITY...AND MORE SUBTLE FORCING. THESE
FACTORS ARE EXPECTED TO RESULT IN A SEVERAL HOUR PERIOD OF DISCRETE
SUPERCELLS CAPABLE OF VERY LARGE HAIL AND POTENTIALLY STRONG
TORNADOES. MODELS DIFFER ON PLACEMENT OF SURFACE WARM FRONT AND
MOST LIKELY CORRIDOR OF SIG TORNADO THREAT. HOWEVER...IT APPEARS AT
THIS TIME TO EXTEND FROM ONL/GRI THROUGH THE SUX AREA INTO WESTERN
IA. LOW LEVEL WINDS AND VERTICAL SHEAR CONTINUE TO STRENGTHEN AFTER
DARK IN THIS AREA WITH A SUSTAINED THREAT OF STRONG TORNADOES.
EVENTUALLY...ACTIVITY THAT DEVELOPED ALONG THE DRYLINE WILL SURGE
INTO THIS AREA AND LIKELY ORGANIZE CONVECTION INTO A FAST-MOVING
MCS. AN ENHANCED THREAT OF WIDESPREAD DAMAGING WINDS IS EXPECTED TO
DEVELOP ACROSS WESTERN/CENTRAL IA DURING THE EVENING.
THE THREAT OF SIGNIFICANT SEVERE WEATHER APPEARS TO DIMINISH RAPIDLY
SOUTH OF I-70 DUE TO WARMER MID LEVEL TEMPERATURES AND WEAKER DEEP
LAYER SHEAR. NEVERTHELESS...A FEW ISOLATED SEVERE STORMS WILL BE
POSSIBLE ALONG SURFACE DRYLINE ACROSS THE OK/TX PANHANDLES INTO
PARTS OF EASTERN NM,

Just Learned That Parkersburg Tornado Was Rated An E,F 5

I've got to say, I'm not surprised at this. The Parkersburg tornado that
killed 6 people on Sunday, May 25, 2008, was given an E, F 5 rating by the
National Weather Service. They had given this tornado a preliminary rating
of E, F 3, but that number was sure to go up after surveying was officially
completed. I have no idea what wind speeds were noted as, but you know they
had to be over 200 mph. Unbelievable!

Personal Observations

At approximately 1:55 AM (CST) the outflow boundary moved through Canadian County in Oklahoma. Power was lost briefly due to winds around 50-60 mph. We received wind whipped torrential rainfall but no hail. CG lightning was numerous as well as very loud thunder.

In the Oklahoma City area, a lowering was reported. Numerous trees are reported down and flooding is expected. Three+ inch hail was reported. The Northern edge of the storm no longer contains rotation but is producing straight line winds. That portion of the storm has passed I-35 leaving approximately 1800 customers without power.

The Southern edge of this complex has passed Norman and is drifting SE about 35 mph with 65 mph winds. Damaging hail is expected. This area is bowing and increasing in wind sheer.

Back in Canadian County, we are again experiencing increased lightning and thunder. No warnings are in effect.

Preliminary Damage Survey Report of Iowa Tornado

Large Destructive Tornado Impacts Butler and Black Hawk Counties
A large and destructive tornado moved across Butler and Black Hawk counties
on Sunday May 25th. The initial touchdown occurred near the Butler and
Grundy county line, 2 miles south of Aplington at 4:48 pm CDT and quickly
grew in size and intensity as it approached Parkersburg. The tornado was
nearly 3/4s of a mile wide as it moved through the southern end of
Parkersburg at 4:59 pm CDT. Significant structural damage occurred in the
town of Parkersburg including 100 to 200 homes destroyed. The tornado
maintained size and intensity as it move towards New Hartford. At 5:09 pm
CDT the storm moved just north of New Hartford once again causing
significant structural and tree damage. The tornado weakened around 3 miles
east of New Hartford with lesser damage as it moved east to north of the
Waterloo and Cedar Falls area. Significant straight line winds occurred
along and just south of the tornado track with preliminary estimates of 90
to 100 mph. The tornado then grew in size to near 1.2 miles wide north of
Dunkerton causing substantial damage to a farmstead there. The tornado
continued to do damage as it moved into Buchanan County.

An Update on Deadly Iowa Tornado

PARKERSBURG, Iowa (AP) - Officials said a deadly tornado that swept
through the
small town of Parkersburg destroyed more than 200 homes and damaged hundreds
more.
The Sunday afternoon tornado killed six people, including four in
Parkersburg.
Two others died in the nearby town of New Hartford.
Rescuers were still picking through the ruins, but officials said they
were
hopeful that no other victims would be found. About 70 people were injured,
including
two in critical condition.
The number of buildings damaged was staggering: 222 homes destroyed, 21
businesses
destroyed and more than 400 homes damaged. Among the buildings destroyed
were the
city hall, high school and the city's sole grocery store and gas station.
Gov. Chet Culver has issued a disaster proclamation for Blackhawk,
Buchanan
and Butler counties, a move that helps coordination between state and local
authorities.
He said National Guard troops were arriving Monday to aid in the cleanup.
PARKERSBURG --- One of those who survived Sunday night's Parkersburg tornado
says
you should always pay attention to what the weather man says when severe
weather
strikes. Dennis Schipper and his wife had been living in the same house on
Parkersburg's
southeast side since 1968, and both were lucky enough to escape the tornado.
Schipper
says his weather radio saved not only his life but the life of his wife,
sounding
when the tornado warning was issues. Schipper says they went down to the
basement
to take cover and that the tornado lasted for only about 30 to 60 seconds.
Schipper
chatted with Bob Fisher and other reporters and were later joined in the
conversation
by Governor Chet Culver, Senator Charles Grassley, Representative Bruce
Braley, and
State Representative Pat Grassley.
PARKERSBURG --- At least three people in Butler County have died after
yesterday's
tornadoes that struck the Parkersburg and New Hartford areas on Sunday
afternoon.
Butler County Auditor Holly Fokkena says they are asking people to stay away
from
the area and allow emergency crews to pick up the pieces. Fokkena says
besides the
devastation in Parkersburg and New Hartford, people in the community of
Sinclair
just east of Parkersburg were evacuated after the twister tore through their
area.
She says the tornado traveled east out of Parkersburg and struck the
Sinclair Elevator,
destroying a very large anhydrous ammonia storage tank, forcing the
evacuation of
a large number of rural residences. Fokkena says a dozen homes and numerous
other
buildings were damaged in the New Hartford.
If people are looking for more information about relatives that live in the
Parkersburg
and New Hartford areas, they are being encouraged to call one of these phone
numbers..

(DES MOINES) - This afternoon, Governor Chet Culver has issued a disaster
proclamation
for Blackhawk, Butler Counties after severe weather moved through the area
earlier
today.
"Early reports indicate that Parkersburg and surrounding areas have
sustained significant
damage after a possible tornado touched down earlier today," said Governor
Culver.
"The coming hours will provide more information, but state government stands
ready
to do whatever neccessary to support local emergency management efforts and
help
those affected recover quickly."
State Homeland Security and Emergency Management officials have activated
the State
EOC and have begun to work with local officials in areas affected by the
storms.
In addition, they will monitor any further developments as severe weather
continues
to move across the state.
The National Weather Service has issued several watches and warnings
throughout the
state. Iowans are encouraged to keep close attention to radios and
televisions as
conditions can change rapidly.
The Governor's disaster declaration allows local officals to better utilize
state
resourses in response to any severe weather.
In addition, the Governor's proclamation activates Iowa's individaul
disaster assistance
program. Iowa 's individual disaster assistance program helps people with
low incomes.
Iowans with household incomes of up to 130 percent of federal poverty
guidelines
may apply for a grant of up to $3,300 to help recover from flood damage. The
governor
emphasized that this is a reimbursement program, meaning that applicants
must include
receipts when applying for help.
The grant application and step-by-step instructions on how to fill it out
are found
on the front page of the Department of Human Services website:

More About Parkersburg Tornado

Parkersburg, IA. - Residents here packed what was left of their belongings
Sunday
evening and headed out of a town they barely recognized.
A tornado about a mile wide killed at least six people and took away the
southern
half of the town of 1,900, including its high school, houses, banks and
restaurants.
Iowa Homeland Security administrator Dave Miller said four of the people
killed in
the storm that cut a path from Aplington to Dunkerton were from Parkersburg
and two
were from nearby New Hartford. A fifth person was missing in Parkersburg. At
least
50 people were injured.
"Most of the town has damage somewhere," said Tim Junker, a U.S. marshal.
The tornado was the second deadliest on record, according to Register data.
A F-5
tornado in Charles City in May 1968 left 13 people dead and 450 injured.
Emergency officials instructed all Parkersburg residents Sunday to be out of
town
by nightfall and pointed them to local hotels and schools.
By 9 p.m., emergency crews had checked all of the houses in town once and
were working
to get a head count to determine who was missing, said Rodney Necker of the
Sumner
Fire Department. A second run-through to search for bodies was in the works.
Spraypaint was used on houses and driveways to signal when a house had been
checked.
Miller said at least 150 to 200 houses were destroyed.
The tornado moved between 5:30 and 6:15 p.m. from Aplington to New Hartford
to the
north side of Waterloo and then into Dunkerton, according to Miles
Schumacher, a
meteorologist with the National Weather Service. Parkersburg bore the brunt
of the
severe weather.
Sue Jansen was at a gas station in Parkersburg when the sirens went off.
Those in
the store took shelter in the store's bathrooms, she said. The bathrooms
were all
that was left, she said.
"I think it's going to take weeks to clean it, let alone rebuild it," said
Annette
Freeseman, who lives south of Parkersburg.
Gov. Chet Culver declared Butler, Buchanan and Black Hawk counties disaster
areas.
Schumacher said more than one tornado probably touched down, but most of the
damage
was caused by the mile-wide tornado.
The Waterloo airport reported wind speeds of 93 mph, Schumacher said.
The names of those killed were not released Sunday evening.
This storm system caused the most devastation in Iowa so far this year.
Tornadoes
hit southern Iowa on April 10, causing damage but no injuries.
A spokesman for Allen Hospital in Waterloo said 15 storm victims from
Eldora, Grundy
Center, Aplington and Dunkerton areas were admitted.
There were no deaths, although one person was in critical condition, Jim
Waterbury
said. The Allen emergency room was full.
Other injuries ranged from cuts and bruises to broken bones.
"These people had things falling on them or they were tossed around,"
Waterbury said.
More than 7,500 MidAmerican Energy customers in the area of the tornadoes
had reported
power outages as of 9 p.m., said spokeswoman Ann Thelen.
Some places will still be without power today, Thelen said.
"At this point our priority is making the area safe," she said.
The tornado ripped off the roof of the high school in Parkersburg and tore
out sections
of the building, said school Superintendent Jon Thompson.
The high school will never be used again, he said.
The parking lot at the high school was turned into a triage center, and
district
officials Sunday evening opened up the middle school and an elementary
school in
Aplington as shelters.
By 9 p.m., people could be seen throwing food and clothing into the back of
their
vehicles and getting on the road littered with uprooted trees, power lines
and remnants
of houses reduced to piles of lumber.
People must check in with local authorities before returning to Parkersburg
Monday.

PARKERSBURG (KWWL)

PARKERSBURG (KWWL)
-- At least five people have died after a tornado hit Parkersburg. A
tornado has
destroyed the south side of Parkersburg.
Parkersburg has 1890 people. The damage in Parkersburg was extensive with
damage
to at least four major businesses, a large number of homes, and the high
school.
Just east of Parkersburg the Sinclair Elevator was destroyed. The town was
also
evacuated because a very large anhydrous ammonia storage tank was destroyed.
People were shocked to see the damage. "Just destruction from as far as you
can look,
everything is wrecked, there's very few houses still standing," said Jacob
Smith,
who witnessed the storm. Smith came to check on his aunt. "They had pillars
missing
in the front, and they had a piece of wood go right through their bedroom."
They
were lucky, others weren't so fortunate as cars and buildings were
completely destroyed,
changing lives forever.
Governor Culver has issued a disaster proclamation for Buchanan, Black Hawk
and Butler
counties. Monday Culver will visit with storm victims and assess damage in
Aplington,
Parkersburg, and New Hartford.

What A Sad Story, Parkersburg Destroyed By Deadly Tornado!

PARKERSBURG, Iowa - Severe thunderstorms packing large hail and tornadoes
rumbled
across the United States' midsection on Sunday, killing at least eight
people and
damaging dozens of homes, authorities said.
Iowa Homeland Security administrator Dave Miller said seven of the dead were
killed
by a tornado in northeast Iowa - five from Parkersburg, 80 miles northeast
of Des
Moines, and two from nearby New Hartford. At least 50 injuries were
reported.
"Occasionally we have a death but we have warning system. Seven deaths. It's
been
a long time since we've had those kinds of injuries and deaths reported,"
Miller
said.
Witnesses reported parts of Parkersburg were reduced to rubble, including
most of
the town's high school and homes.
A tornado also struck just to the east in the nearby town of Dunkerton and
elsewhere
in Black Hawk County, where there were reports of homes damaged or
destroyed. Dunkerton
has fewer than 800 residents and New Hartford has about 700 people.
At least 20 people were unaccounted for in Minnesota after a swift storm
blew through
the St. Paul suburb of Hugo, damaging about four dozen homes, City
Administrator
Mike Ericson said. Many of them could be out of town for the holiday
weekend, he
said.
A 2-year-old child was killed and the child's sibling was critically injured
and
taken to Regions Hospital in St. Paul, Washington County Sheriff Bill Hutton
said.
The children's parents also were hospitalized with injuries sustained in the
family
home.
"It's horrible," Ericson said. "The citizens are very shook and scared."
Residents reported a tornado touching down in the area, but that had not
been confirmed
by the National Weather Service. Emergency crews descended on the town to
look for
those who hadn't been accounted for and to assess the damage.
About 300 or 400 homes were evacuated in the storm-damaged area because of
concerns
over hazards including downed power lines and leaky gas lines, Ericson said.
The
city set up a shelter at an elementary school for those displaced.
Hugo Public Works Director Chris Petree said his family took shelter in the
basement
before the storm lifted his house off the ground and completely wiped out
the second
floor.
"I put my daughter down first, my wife on top of her and then I bear-hugged
on top
of them," Petree said.
As he huddled in his basement against a foundation wall with his wife and 2
1/2-year-old
daughter, Petree said they heard the thunderous sound of their house coming
off the
ground.
"All you hear is glass breaking and wood tearing and breaking in half,"
Petree said.
About 100 people have died in U.S. twisters so far this year, the worst toll
in a
decade, according to the weather service, and the danger has not passed yet.
Tornado
season typically peaks in the spring and early summer, then again in the
late fall.
